Summary: | Frameworks that suggest different outcomes from situations where alcohol control measures are liberalized are described and examined in terms of events in Finland, Canada and the United States. In Finland the increased availability of medium (3.5%) beer led to a sharp increase of 49% in the per capita consumption of alcohol between 1968 and 1969. In North America the lowering of the legal drinking age led to steep increases in alcohol-related collisions among young male drivers. The theoretical relevance of these findings is assessed and the implications for social policy are discussed. |
