Summary:Liefert et al examine the allocative efficiency of the Russian use of mineral fertilizers to produce grain, assessed through domestic and trade prices. The results are used to examine whether fertilizer is being used at its optimal level, and whether the major changes in the volumes of fertilizer use and trade during transition have been economically rational. The implications for Russian agricultural policy are also discussed.
