Summary:This article examines the evolution of watershed governance in the Lake Tahoe Basin. The early years of watershed management were characterized by a high degree of conflict. However, the last decade has seen dramatic changes. Organizations once embroiled in intense conflict with one another now work together on common goals to improve environmental conditions. The evolution of the governance system in Lake Tahoe is examined by looking at changes in intergovernmental relations and interactions between public agencies and civil society actors. Lessons are then drawn to provide advice for practitioners seeking to use collaboration as an implementation strategy.
