Summary:Poverty in sub-Saharan Africa can be significantly reduced only through a multilevel, coordinated strategy implemented by the World Bank and the International Monetary Fund. Rehabilitation will, at the least, require providing basic services and land access for the poor, rehabilitating the capacity for surface deliveries as peace spreads, and providing capital for restoration in the face of calamity.
