Summary:Eritrea is a newly born African country. The findings of the study indicate that the small and medium sized industrial units in Eritrea have not yet designed organisational structure and jobs. But the units confirm the characteristics of organic structure. Employees' educational and skills levels are very low and employment methods are unscientific. The practices of human resources are traditional. Surprisingly, almost all the respondents feel that employee-employer relations are highly cordial and innovative. The sacrifices of both the parties are noteworthy. Thus, the study indicates that human resources management practices and outcomes tend to diverge. The poor practices are due to backwardness of the war shattered economy. The rich outcomes are due to the strong commitment of the two parties to rebuilding the units.
