Summary: | It is usually assumed that legislation is improved by the amendments of the House of Lords. This study of amendments to the Leasehold Reform, Housing and Urban Development Act 1993 evaluates the main amendments made in the Lords. The Act was returned to the Commons with about 300 amendments including 16 new clauses, nearly all of which were accepted. Shows that the contributions were of a very different nature, and enquires whether the general self congratulation was justified. |
