Institutional reform in the organization of American states, 1975-1983: a case study in problems of international cooperation
Examines the reforms undertaken by the Organization of American States which were necessary in order for the General Secretariat to meet the evolving needs of member-states and to reduce operating costs. Results were positive at an administrative level, but negative at a political level. (GAW)
