An analysis of the educational commissions reveals the significant participation of the SNTE as the gatekeeper of initiatives that eventually affect educational legislation; the importance of SNTE'S veto power in educational reform is seen to be due to its participation in the middle & upper management of the SEP, its control of the structure of the teaching profession, & its participation on mixed commissions. These findings broaden our knowledge of the influence of the SNTE in Mexico's educational sector & its potential implications on the quality of education. Tables, References.
