Summary:Research on metropolitan problems has traditionally been directed toward proposals for new governmental structures or service arrangements. It has been assumed that governmental arrangements for the metropolis will result in new attitudes for its dwellers. The author reviews the problems involved in various proposals and argues that it may be better to understand, analyze, and examine the desires and values of the urban dweller before attempts are made to create metropolitan governments or service arrangements.
