Annual Report on the State of the Judiciary

Chief Justice Burger delivered his annual state of the judiciary report to the American Bar Association at the Association's midyear meeting in Philadelphia on February 15. Owing to illness, the chief justice was not able to be present, and the report was read by Association President Walsh.
