Summary:The development of a model for estimating changes from various reform efforts in California personal lines automobile insurance is described. Travel survey data were combined with data from auto insurers and many government departments to form a database that could successfully model changes in automobile insurance. Californians propose many automobile reforms every ear. Pay-at-the-pump automobile insurance is one of the latest proposals in California. The model was tested on a pay-at-the-pump automobile insurance system.
