Summary: | Analyzes the objectives & results of current campaign finance reform, namely the enactment of the Bipartisan Campaign Reform Act (BCRA) of 2002, & proposes an alternative approach -- a tax credit for individual political contributions. The structure & implications of the campaign finance system for legal scholars & policymakers reveal a lesser role of special interests & stronger role of individual donors via small contributions. The objectives of campaign finance reform including curtailing corruption & increasing citizen participation.
