Summary:Examines the complex process of transitioning from analogue to digital TV confronting the European Union, focusing on the strategy defined by the European institutions, progress made, & hurdles remaining. An overview is provided to shed light on technical definitions, management of the switchover, advantages of digital TV, switchover inconveniences, & costs. Attention is given to Commission communications on the strategy, highlighting modalities & acceleration of the process; obstacles to digital TV migration, ie, interoperability problems & the "digital dividend" problem; & public authority intervention via subsidies, providing outlines of closed & pending cases involving member states. The differential penetration of digital TV across EU member states is demonstrated. Implications of the shift to digital TV are also considered in economic, cultural, & political terms. Tables. D.
