Summary:Examines the issue of public subsidies for broadband development in the European Union, demonstrating the importance of state aid to the Lisbon Strategy. Discussion opens with a look at the general context in which broadband promotion is unfolding, touching on the Lisbon Strategy & the issue of broadband availability in rural & remote areas. Commission state aid policy is analyzed using examples of local or regional intervention designed to increase broadband infrastructure coverage in underserved areas. A review of Commission decisions regarding publicly funded broadband projects in rural & remote areas indicates when such intervention best serves economic objectives & the conditions under which public investment in a broadband project is compatible with EU competition rules & state aid policy.
