Summary: | The article analyses to what extent parliamentarians across Europe are making use of the opportunities for interaction that have become available through new Information and Communication Technologies. The research focuses on four parliaments: the British, the European, the Portuguese and the Swedish. Making use of website surveys, the article gives the proportion of European parliamentarians who have personal websites, as well as an analysis of the functions played by these sites. Additionally, with the help of data gathered from questionnaires and face-to-face interviews, this article investigates attitudes of parliamentarians towards the use of the World Wide Web for political purposes. It is argued that to fully understand the results from this kind of comparative research a number of 'offline factors' need to be taken into account. The article thus calls for the necessity of integrating these factors into the growing discipline of Internet studies. |
