Summary:Professor Turan discusses the problems associated with the tenure system in Turkey along with suggesting potential reforms that would contribute to the increase in quality in the higher education system. Some of the problems with the tenure system include personal calculation of the publications & activities leading to a tenured position. Suggesting a system of awarding successful universities & departments with extra funding as a way to encourage competition for improvement is one of the solutions for advancement. In addition, graduates given an exam upon completion of their four-year degree should be rewarded along with their institution to further encourage accomplishment. Increasing competition among institutions along with abandoning fixed standards applied to all universities will enhance the chances for improvement. D. Jones
