Summary: | Examines the disconnect between the People's Republic of China's military & civilian leadership in terms of its implications for the country's "peaceful rise." The notion of a gap in civilian-military relations is gauged in attitudes & perspectives & in civilian control over the military. It is asserted that the culture of the Chinese military supports & encourages hawkish rhetoric & provocative actions.
