The council's groundbreaking report, which was generally ignored in the press, called for the states to reinvent their corrections system's ('New Strategies for Curbing Recidivism,' 2005; Council of State Governments, 2005)-and to begin concentrating on policies that help drug addicts and the mentally ill forge new lives and stay out of jail. |
