Summary: | This research began by asking the question, "What is the role of the independent political executive in the governance process of one state?" This article summarizes four case studies of independent political executives in one western state (Wyoming). The research demonstrates that these executives play somewhat different roles from federal political executives because of their numbers and longevity. The case studies also demonstrate that these individuals are instrumental in creating and maintaining place values (Kirlin, 1994). The case studies suggest that dispersed authority may account for some of the responsiveness, innovation, and other distinctive features of state government in the nineties. |
