Summary: | The six articles (summarized here) in this special edition on the challenges of state transformation in South Africa describe & assess the steps the African National Congress government has taken in reforming the public service sector to be more legitimate & accountable. They all document the challenges of reform when moving from an authoritarian & repressive government to one that is more democratic, & they evaluate the new experimental modes of governance now in place. The emerging trends these articles unveil are downsizing, outsourcing work, adoption of performance management system, & greater autonomy for government departments.
