They all document the challenges of reform when moving from an authoritarian & repressive government to one that is more democratic, & they evaluate the new experimental modes of governance now in place. The emerging trends these articles unveil are downsizing, outsourcing work, adoption of performance management system, & greater autonomy for government departments.
