Summary: | The authors discuss the challenges to public service in Canada, including public perception & the personal perception of its workers, & review steps that were taken & to improve these perceptions. Interventions include acting on the perceptions of public servants; acting to improve relations with citizens; involving political leaders; raising citizen awareness about the people in the service; reaching societal (third sector) partners: building ownership; & monitoring performance perceptions in the public. Canada's reform process has been continuous & incremental, not disrupted by radical changes or trends. The Citizens First survey (ERIN 1998) verified the people's satisfaction with the quality of service in public administration in Canada & recognition that providing services is more complicated in the public than in the private sector. 7 Figures, 57 References.
