Summary:This article focuses on the interaction between the political mobilization & demobilization of Brazilian society, on the one hand, & the process of change in political institutionality, on the other. My basic hypothesis is that mobilization cycles & cycles of institutional reform interact, feeding each other. I suggest that there were two distinct mobilization cycles: one of entrance & one of exit from the military regime that was installed in 1964. Each cycle involved corresponding cycles of institutional reform, leading in different directions. 1 Table, 75 References. Adapted from the source document.
