Summary:After a brief review of the historical evolution of technology and related manufacturing practices, this paper discusses the first development of a formal statement of US federal technology policy, and the various efforts that have been made to implement that policy. Particular attention is given to the development of small and mid-sized high-technology companies, and to the roles of corporate, university, and federal laboratory consortia in analyzing and responding to international technological competition. The paper concludes with a call for a major study of world trade and technology policy.
