Summary:This contribution discusses the main features of the UK devolved financing system, the operation of the Barnett formula and the local government financing system. Policy at the UK level is then examined for its effect on the devolved administrations, including the impact of expenditure changes for England that generate formula consequences for the devolved administrations. In a discussion of the strengths and weaknesses of the UK system, one important strength to emerge is continuity from the pre-devolution arrangements. More problematic are the system's inadequate transparency, geographical inequity and the absence of institutional machinery to regulate intergovernmental fiscal relationships.
