Summary:The municipal councils of rural sustainable development of the Highlands of Chiapas that arise from the Federal Law of Rural Sustainable Development, are analyzed in their constitution & operation process. This analysis makes emphasis in two variables that characterize these processes: participation & decision-making. The inefficient levels of participation in the social actors result from the political culture generated by an incipient process of decentralization & the link between government & society based on centralism, local despotism & corporative interchanges. These municipal councils are located in four political scenarios with different possibilities of governance, evaluated by a set of indicators. This work proposes alternatives to improve social participation in decentralized atmospheres & thus to arrive to a democratic governance as indispensable factor to achieve sustainable rural development. 6 Figures, 3 Appendixes, 41 References.
