Summary: | Chinese leaders are devising ambitious new programs to strengthen China's capacity for original scientific research and indigenous technological innovation for the twenty-first century. These build on, and respond to, the achievements and failures of the science and technology policies and system reforms of the Deng Xiaoping era. The financial, human, and organizational resources available for meeting the objectives of the post-Deng leaders are becoming more abundant, but remain relatively scarce given the nature of the problems faced. In addition, building a quality research tradition, and a culture of innovation, will require changes in professional norms and governance procedures that cannot be affected directly by policy action. |
