Summary: | 'Shall issue' laws do not reduce but rather seem to increase firearms homicide. This conclusion is supported by a survey of homicide statistics for urban areas of Mississippi, Florida and Oregon both before and after such laws were passed. The increase seems to depend partly on local conditions as it was not experienced by Portland and Miami. As more states adopt 'shall issue' laws, it should be possible to study the issue of their effect on homicide statistics more. Perhaps more caution about 'shall issue' laws is needed. |
