Summary: | The broad outlines are presented of an environmental utopia emphasizing an ecological approach to environmental planning. The environment is considered in ecological terms, with energy, rather than econ criteria, providing the common denominator for measuring the exchange or transfer of resources & materials. The utopian scheme offers essentially 2 kinds of living--Ur & Ru; surbUr life is viewed as an unhappy compromise of these 2 potentially rewarding extremes. Regional gov's whose boundaries are coincident with those of regional watersheds are advocated, as is close gov'al control over land use & development. The utopian approach is probably more important for its underlying att's toward land than for its specific proposals for environmental reform. AA. |
