Summary:Data on the strong selectivity of Portuguese U recruitment are given & some reasons are presented. It is found that the rigorous entrance examinations implicitly constitute a mechanism of SE selection, since they are oriented toward excessive professionalization. A reorg of the instit'al framework is suggested to remove recruitment barriers, so that students who have not gone through the required secondary educ but who have a strong motivation for U studies may be admitted. The low internal efficiency of the U system should be improved & the courses & curriculum reorg'ed. The present distribution of students in the diff branches of educ is not advantageous for the country's needs. Under the pressure, of both the growth in the total student pop & SE development in the country, the Portuguese U is seen to be heading toward a general crisis. It has been promoting & consolidating the soc inequalities of the country. It is shown that growing numbers of F students are concentrated in literature & the sci's, leading to congestion in these dept's; this is due to the increasing number of women who want to teach. Res is needed to explore the possibility of creating special Sch's & Coll's to educate these students, & thus to relieve the U's. M students tend to specialize in engineering, the econ & soc sci's (particularly law), & medicine. The geographic distribution of students among the 3 U's of Portugal (Lisbon, Porto, & Coimbra) is discussed. Profound instit'al reforms in the policy of U educ & in the U structure are needed in order to bring U educ into consonance with modern reality & the country's requirements. 20 Tables, & 2 Tables in Appendix.
