Summary:Many observers note that state legislatures have been taking more policy leadership lately, and this study of budget making in Wisconsin lends empirical support to that observation. It suggests that the Wisconsin Legislature shapes the most important part of the state budget, by amending or deleting executive initiatives as well as by initiating its own policy proposals. It also suggests that the legislative participants selectively delegate their choice to other participants in the Wisconsin budgetary process and that there is a pattern to their delegation.
