Summary: | A review essay on David Garland's Punishment and Welfare: A History of Penal Strategies (Vermont: Gower Publications, 1985 [see listing in IRPS No. 34]). Garland describes how Victorian penal institutions were radically transformed in the 1880s & 1890s as a result of economic & social crises. These crises were resolved through introduction of social welfare legislation & novel penal institutions. Through these changes, the free legal subject of classical jurisprudence was dissolved, & multiple disciplines aiming at extralegal reform of deviants were created, including criminology, eugenics, social security, & social work.
