Summary: | State energy emergency preparedness policies designed to mitigate short-term foreign oil interruptions are analyzed. An intergovernmental perspective is adopted as an analytical tool. Emphasis is placed on the intergovernmental relations between the federal government and California as they attempt to develop contingency policy to meet a third foreign oil disruption. Certain frictions in policy making concern uncertainty over reliance on the free market to deal with oil shortages and states' limited fiscal resources. A change in the recent balance of federalism is called for to correct U.S. energy emergency policy. ( 36 references, ) |
