Summary:THE US-LED RESPONSE TO IRAQ'S INVASION OF KUWAIT HAS HAD MANY IMMEDIATE REPERCUSSIONS ON THE INTERNATIONAL HUMANITARIAN NETWORK SET UP AT THE CLOSE OF WORLD WAR II. THE INTERVENTION FAILED TO ESTABLISH A MORE EQUITABLE AND FAR-REACHING SYSTEM FOR RESPONDING TO HUMANITARIAN NEEDS BASED NOT ON THE POPULARITY OF THE OPPRESSED GROUP OR ITS USEFULNESS IN PROMOTING PARTICULAR IDEOLOGICAL OR GEOPOLITICAL ENDS, BUT RATHER ON ITS VULNERABILITY AND NEED FOR PROTECTION. THIS ARTICLE SUGGESTS THAT THE INTERNATIONAL REGIME ESTABLISHD FOR REFUGGEES HAS BEEN CREATED AND MAINTAINED LESS FOR THEIR PROTECTION THAN TO PRESERVE THE PREROGATIVES OF POWERFUL STATES.
