The most progressive and sophisticated attempt at territorial confederation came during the Second Republic (1979-1983), but sectional anxiety and constitutional controversy undermined the program. In 1976 the military government revived hopes for national integration by reforming Nigeria's state structure and raised prospects for further political development. |
