Summary:SINCE THE FORMATION OF THE NATION, AMERICAN STATESMEN HAVE CONTINUALLY EXPRESSED SYMPATHY FOR THE BASIC PRINCIPLE OF SELF-DETERMINATION; YET EVEN WOODROW WILSON--WHOSE VISION INCLUDED A WORLD RULED BY POPULAR CONSENT IN WHICH AGGRESSION WOULD BE PREVENTED OR PUNISHED BY THE COLLECTIVE ACTION OF THE INTERNATIONAL COMMUNITY--CAME TO SEE THE LIMITATIONS IN THE PRINCIPLE OF SELF-DETERMINATION. THE LEADERS OF THE UNITED STATES ARE STILL STRUGGLING TO ACHIEVE A SOCIETY WHICH OFFERS THE PROMISE OF HARMONY FOR ALL PEOPLES, AND UNLESS THE U.S. CAN PROVIDE THE WORLD WITH AN EXAMPLE OF HOW TO MAKE A MULTIETHNIC STATE WORK, THEN THE FUTURE OF THE WILSONIAN IDEAL OF SELF-DETERMINATION WILL BE DISMAL INDEED.
