Summary: | SINCE THE FORMATION OF THE NATION, AMERICAN STATESMEN HAVE CONTINUALLY EXPRESSED SYMPATHY FOR THE BASIC PRINCIPLE OF SELF-DETERMINATION; YET EVEN WOODROW WILSON--WHOSE VISION INCLUDED A WORLD RULED BY POPULAR CONSENT IN WHICH AGGRESSION WOULD BE PREVENTED OR PUNISHED BY THE COLLECTIVE ACTION OF THE INTERNATIONAL COMMUNITY--CAME TO SEE THE LIMITATIONS IN THE PRINCIPLE OF SELF-DETERMINATION.
