Summary:Probability models are used to investigate the effects of suburbanization on racial distinctions in the assessment of five urban services. There is little evidence that suburban locations are more open to blacks than central cities. The findings reported here do provide support for urban policies that increase mobility. Blacks are able to benefit from suburban conditions, conditions which lower the probability of service dissatisfaction and reduce racial distinctions in the assessment of local service provision.
