Summary: | This paper looks in some detail at the work of Regional Institutes for community development established in the mid 1980s, in a part of Belgium. In examining the regional institutes for community development in Flanders it is important to understand the Belgian political and administrative system (following several recent reforms) and the organisational structure of community development in Flanders, which has changed too since 1984. This paper assesses the way in which political and administrative structures at regional and local levels relate to the regional institutes and the future for community development work in Flanders in the 1990s. |
