Summary: | Chronicles the 1995 "Bread & Roses" march against poverty on the part of the women of Quebec & reviews developments since that time that have both furthered & hindered the development of a new social economy. Government efforts to improve existing social welfare programs & fund additional ones are described, noting growing tensions with the community sector as well as within the community sector itself regarding the goals & implementation of such plans. Provincial-level policy debates are reviewed, highlighting those surrounding learnfare & workfare programs that push recipients of social assistance into job training or work, respectively. Concerns that the short-term profitability of social programs will be considered more important than their potential long-term benefits are noted, & directions for the future are assessed. 9 References.
