Summary: | The relative responsiveness of state aid to large cities for education and welfare programs is explored with residual measures of state aid. The findings demonstrate that large cities receive state aid funds that are largely determined by city needs and legal responsibilities for operating these programs. State targeting to needs is greatly improved in the allocation of education aid to cities in the mid-1970s from that observed in the pre-urban crisis period. |
