description In an examination of the Calif AB377 Evaluation Project, the reduction of highly restrictive out-of-home placements for emotionally disturbed youth through creation & maintenance of coordinated & effective community-based services is recounted. More than ten years of aggregate county & state-level monthly expenditure & utilization data are presented. Results show that while group home placements continue to rise at an increasing rate in the state overall, in the AB377 counties, they remain constant, providing evidence that an integrated system of care is effective. 3 Figures, 30 References.
