Summary: | Analyzes how industries with strong demands of competitiveness create a highly mobile labor market. It is argued that personnel rotation is not an insoluble problem for a company's competitiveness, but it is a regional problem of Mexico's northern frontier, where maquiladora industries are concentrated. Major companies, which must remain competitive to stay in business, also must adopt strategies for increasing the flexibility of jobs & labor organization. These strategies are not a problem for them, but they do create unstable job security for many workers. In this case, labor organization in manufacturing industries is unable to transfer the benefits of regional development to the workers. 3 Graphs, 1 Map, 24 References.
