Summary: | The conversion of current health care services and financing to a managed care structure is dramatically changing the national health care enterprise. The state of California has been at the forefront of this change, and other states can learn from California's successes and failures. At present the California version of Medicaid, Medi-Cal, is being changed to create a "two-plan model." To be part of this new system, the Los Angeles County Department of Health Services has reorganized its entire administrative structure and created a branch for personal health services that will operate as a managed care provider under Medi-Cal. This article spells out many of the issues and concerns arising from this transition. |
