Summary:Explores the concepts of citizenship, not only as acknowledged rights, but also as certain practices & institutional processes, & local power as the political & administrative authorities, eg, mayors, governors, & legislators. Elements of the local political situation are analyzed: meaningful political actions recently carried out by the citizens of Guadalajara, Mexico; pan-authority responses to civil initiatives; & correspondence, or lack of such, between initiatives & responses. This produces three possible trends: (1) Lines of action do not converge; ie, government intervention does not correspond to civil practices. (2) An unrestored field of civil & institutional action results. (3) Trajectories of civil & institutional innovation converge. 54 References. Adapted from the source document.
