Summary: | The paper considers the recent and current patterns of planning control and shelter provision in Nigeria, in relation to the various alternative approaches now being propagated by development scholars and donor agencies for improving urban conditions in the Third World. After reviewing the main ideas in international discussion of urban development policies, the paper outlines briefly the trend of urban thinking and action in Nigeria since the early colonial period, paying particular attention to the policies and institutions for urban land use control, housing and the provision of urban services — as they affect the various groups of townspeople. Nigeria probably already has enough policy advice, but the concluding section comments on some of the common obstacles to policy implementation, and the need to selectively review the doubtful aspects of the present pattern of planning and development. |
