Summary: | A commentary on rapid assessment & response (RAR) describes the conditions that motivated the World Health Organization (WHO) to develop a fast, less expensive research method that could lead to quick action in response to local human immunodeficiency virus (HIV) outbreaks. RAR guides were developed by WHO in conjunction with the UN Joint Program on HIV/AIDS (acquired immune deficiency syndrome), & the approach was tested in numerous developing & transitional countries around the world. An extensive RAR application for HIV prevention among injecting drug users in the Russian Federation is described, eg, elements involved in the training program & the conditions that must be met in order for RAR to function effectively. It is emphasized that personal support, extensive training, & follow-ups must supplement the guide. In addition, training should include ways to enhance the needed cooperation between different agencies/organizations. It is stressed that, although RAR is faster & cheaper than traditional social research, time & resources are still needed for effective implementation. 7 References. K. Hyatt |
