Summary: | The significance of the federal government's science policy & budget decisions for fiscal year 1983 is explored. An important problem of science policy in the current situation has been unwillingness to restructure priorities to fit within current budget constraints. It is necessary to examine what programs the nation can afford to support, & also what programs can help the national economy. Research & development is not a source of automatic economic growth; it is necessary to make knowledge useful. The threat of US industrial decline may provide the stimulus needed to induce this. W.
