Summary:Science & technology exchanges between the United States & the USSR have been in existence for over 20 years, with a marked expansion after 1972. To find out how valuable these exchanges are, questionnaires were sent to 350 United States participants in the interacademy exchange & 100 hosts of Soviet scientists; reports from several hundred other United States scientists were also evaluated. The majority of respondents considered the US-USSR exchanges valuable (32% responded 'outstanding' & 42% 'very good'). Discussed are the scope of scientific cooperation between the two countries (12 exchanges), the methodology & results of evaluation, the political, cultural, & scientific benefits, & the question of technology transfer. Suggestions are made to improve the exchanges, eg: (1) providing funds for more joint symposia & collaborative research; (2) conducting qualitative evaluations of the bilateral agreements, eliminating unproductive ones, & supporting successful ones with specifically allocated funds; & (3) negotiating with the USSR to allow more invitational exchanges, &/or interchange, well in advance, of lists of participants. 7 Tables.
