Summary: | The large-scale return movement of migrants since the onset of the recession in Western Europe, which the author attempts to quantify, raises moral as well as economic and social problems to the extent that it involves discrimination against foreign workers in non-temporary jobs. The neglect of international migration by the New International Economic Order is regrettable because migration offers an escape from poverty and can be beneficial to developing emigration, countries provided the conditions of selection and return are right. The migrants' contribution to value added in the receiving countries should, the author argues, be matched by compensation to the countries of origin |
