Summary:The US and Russia should enforce tighter measures to prevent fissionable materials from being stolen. Weapons concentrated in Russia, Kazakhstan, Belarus and Ukraine are being disassembled, bringing in the prospect of theft or diversion. Proper safeguards must be established to include precise accounting and direct barriers against diversion. Certain elements of the Russian military who are demoralized, financially deficient, or both, could resort to the illicit sale of fissionable materials.
