Summary: | The Supplemental Security Income program introduced in 1974, brought with it an increased need for Information and Referral (I&R) services for the elderly poor. A study of I&R at federal, state, and local levels, based on field research in four states and 16 localities, showed limited impact of federal and state initiatives aimed at improving I&R. Local initiatives more than anything else, determined the quality of I&R offered in different communities. Urban and rural settings require different approaches. |
